Car insurance holders have been warned not to dodge paying their cover in cities, despite increased costs.
Graeme Trudgill of the British Insurance Brokers' Association (BIBA) acknowledged that car insurance is costlier in cities than in other areas.
But he warned drivers not to drive without cover and instead urged them to visit insurance brokers to find affordable deals.
"The law ... will catch you if you try and evade and the net is tightening," he said.
Mr Trudgill explained that in cities there is more crime, more traffic and more junctions, where incidents are especially likely.
This is why car insurance premiums cost more in such areas.
This week, resaerch by the Motor Insurance Bureau found that there are around two million uninsured vehicles on British roads, many of which are in major towns and cities.
Overall, the worst area is Barkerend in Bradford, where there is the UK's highest proportion of uninsured drivers.
