If made prime minister for a day, many drivers would bring about more severe penalties for those driving without car insurance, licences or tax, according to a new survey.

The poll also found that motorists would increase police patrols and improve public transport to ease congestion if given the power to do so.

In the past two years, the number of people driving on the road with untaxed vehicles has gone up by 76 per cent, while one in 20 cars do not have car insurance.

On average, uninsured drivers add an extra £25 to £30 to the annual premiums of insured drivers, the survey by American Express revealed.

"The uninsured driver poses a risk to every insured driver – not only is there the extra premium cost, but there is the risk of being involved in an accident with them," a spokeswoman for the company said.

Survey respondents were also asked who they thought were the safest and most dangerous drivers on the road.

Men thought that older drivers were the safest, while female drivers voted for themselves.

Both men and women said that younger motorists were the most hazardous.
