Although gains have been made in decreasing the gap between urban and rural broadband access, there is still a substantial cost difference, according to moneysupermarket.com.
The price comparison site has indicated that residents living in broadband blackspot areas set out by providers could end up paying a premium for services simply because they have the wrong postcode.
It noted that as many as 12 million customers living in Tiscali's area of non-coverage would have to pay an additional £8 per month for broadband provided by the company.
AOL imposes a similar charge of £10 per month, which would apply for nearly ten million homes around the UK.
Rob Barnes, head of broadband and mobiles at moneysupermarket.com, said: "[Telecoms regulator] Ofcom should be ensuring providers accessing wholesale areas are charged a fair amount in order for the provider to then pass on the best value deal to the consumer."
Ofcom recently announced that 70 per cent of the UK's broadband market will be deregulated following intensified competition in recent years.
