Drivers will face tougher penalties when they do not declare who was driving when a car was clocked for speeding, in new legislation set to be introduced by the government.

Drivers that are stopped or fined for driving over the speed limit and do not reveal who was driving will now have six points placed on their licence.

This is twice the current rate and will likely affect those drivers caught severely in terms of getting a competitive car insurance deal.

Some drivers try to hide the identity of the driver in order to flout the law, the government argued.

But the RAC foundation in comments to the BBC said that the new legislation could also lead to some honest drivers being caught out.

'Our concern is that it will cause hardship to that small number of motorists who genuinely do not know,' said spokesperson Sheila Ranger.
