Around two-thirds of car insurance companies are refusing to provide cover for 17-year-old drivers, reports the Scotsman.

The news follows a recent transport select committee meeting that advised the government to raise the legal age at which people in the UK will be able to drive.

The committee also advised that there should be a minimum one-year training period comprising tougher hazard training.

Around half of car insurance companies are also refusing cover for under 21-year-olds, the Scotsman claims.

A Norwich Union spokesperson explained: "We are rapidly reaching the point where we have no option but to begin setting premiums at a level where we realise they are no longer affordable."

The news follows a recent announcement by AA Financial Services that overall upward premium trends look set to continue in 2008.
