Rogue landlords are "something of a problem" but the issue should not be exaggerated according to an expert.
Chairman of My Deposits David Salusbury said that rogue elements occur within the private rent market as they do in 'most other areas of economic life'.
He went on to say that there was more to being a rogue landlord than "messing about with tenancy deposits".
Between April 2007 and March this year My Deposits reported there were 341 disputes between tenants and landlords, with tenants favoured in 86 per cent of cases.
Almost half of the tenants were given their full deposits back, with landlords and agencies keeping the deposits in 11 per cent of cases heard.
The Guardian recently reported that the average UK rent fell from £950 a month in June to £900 in July, according to figures from Globrix. Sheffield saw a drop of almost 10 per cent in rent prices in the same month, with Manchester and London also seeing drops.
