Suspension of Hips 'would be a shame' for first-timers

A property expert has said it would be "a shame" to suspend the use of Home Information Packs (Hips) from the point of view of first-time buyers.

Helen Adams said the packs were worthwhile to first-time home purchasers because it was good to have as much information on a property you plan to buy and it is no cost to them.

She went on to say it was difficult to assess how effective Hips had been as they had only been in use for around a year and needed to be tested in a "moving market."

Hips were introduced in early August last year, initially for homes with four or more bedrooms, but since 14th December 2007 all houses on the market need one.

The packs, which are paid for by the seller, includes information such as local searches, a sale statement and an evidence of title, as well a certificate relating to the energy efficiency of the property.
